Abstract
This paper presents the main axes that have structured the proposals for intervention in energy infrastructure posed by the National State, through sectoral and regional programs and initiatives. It illustrates the problems and challenges, as well as public strategies showing the relations between situations of energy deficit and projects that would shape a different future in a country characterized by strong regional disparities.
